But what we can have is a non-trade scenario. And therein lies the other difference with May`s situation. At the end of July 2019, in a statement entitled “Brexit and the British transport industry – no deal, no jobs, no food,” the Road Haulage Association (British) said that a Brexit without a deal would create serious problems for international carriers, whether in the UK or continental Europe.  The EU withdrawal agreement is a legally binding document. It contains conditions for the UK`s withdrawal from the EU of more than 500 pages, including the first agreements on citizens` rights, the UK`s financial commitments to the EU and the Northern Ireland Protocol, which establish provisions for maintaining an open border on the island of Ireland. The withdrawal agreement was adopted by the European Council on 19 October 2019 in its final form, which was confirmed in the declaration that a political agreement had been reached and that the United Kingdom had reached an agreement with the European Union in accordance with Article 50, paragraph 2, of the Treaty on European Union. A Downing Street spokesman said it was “continuing to commit to the implementation of the Withdrawal Agreement and the Northern Ireland Protocol,” regardless of whether an agreement has been reached or not. Jenkin said on Tuesday, as the latest round of talks between Britain and the EU began, that Brexit supporters would call on Johnson to abstain from the legally binding deal if no deal is reached within five weeks. British Prime Minister Theresa May is calling on the EU to postpone Brexit until 30 June 2019. This does not prevent the United Kingdom from withdrawing without agreement on 29 March. First, the other 27 EU member states must unanimously approve Mrs May`s request.
It remains to be seen whether an agreement can be reached during the transition period, but the possibility of a “non-deal” Brexit remains, with the countdown continuing until 31 December 2020. Permanent stay is an option for people who have been there for 5 years or more.  It turned out on Monday that the government would present proposals on Wednesday to give ministers unilateral legal powers to monitor elements of the Northern Ireland Protocol, a disclosure that has caused great concern because the agreement is already legally binding but has been backed by Brexiter MPs.
